Limbang Shopping Centre: ABC Waters Certified Commercial Development

Project Overview

Limbang Shopping Centre is a commercial development at 533 Choa Chu Kang Street 51, Singapore 680533, owned by the Housing & Development Board (HDB). The project involved additions and alterations to the existing Limbang shopping centre, and reached Phase 3 Temporary Occupation Permit (TOP) on 10 January 2023. On 6 March 2024, PUB informed the project team that Limbang Shopping Centre had been endorsed as an ABC Waters Certified project.

ABC Waters Certification

PUB confirmed on 6 March 2024 that Limbang Shopping Centre had been endorsed as an ABC Waters Certified project, recognising the integrated stormwater and landscape design delivered across the development. The certified subject is Limbang Shopping Centre itself, owned by the Housing & Development Board; the endorsement reflects the combined work of the architect, landscape consultant, civil/structural engineer, ABC Waters Professionals, main contractor and landscape contractor named above, rather than any single firm or individual.

ABC Waters Certification carries a three-year validity from the date of award or TOP, whichever is later. A precise expiry date for this certification has not been independently confirmed from the final certification record, and none is published here. Any party relying on the current validity of this certification should confirm the status directly with PUB.

Project Team

Er. David Zheng Zhijian served as one of the ABC Waters Professionals for the Limbang Shopping Centre certification project, alongside Ms Yasuko Takahashi. The wider project team comprised CPG Consultants Pte Ltd as architect, civil/structural engineer and landscape consultant, Union Contractors (S) Pte Ltd as main contractor, and Greenscape Pte Ltd as landscape contractor, working for developer and building owner Housing & Development Board.

Er. David Zheng Zhijian is separately a Registered Professional Engineer (Civil), Singapore, and continues to support ABC Waters advisory, PE endorsement and QP submission work through PE Consultants Pte Ltd.

Design Challenge

Additions and alterations to an existing shopping centre create a tighter design envelope than a greenfield site: levels, pedestrian routes, loading access, outdoor dining areas and existing structures were already substantially fixed. The design challenge was to route stormwater from roof and hardstand catchments through bioretention features without disrupting pedestrian flow, retail frontage or the alfresco dining areas, while meeting PUB's ABC Waters design guidelines and maintaining safe, accessible circulation throughout construction and operation.

Eight Bioretention Basins and Rain Gardens

Eight bioretention basins were integrated into the development, positioned along the continuous pedestrian route from the main entrance to the commercial frontage, adjacent to the alfresco/outdoor refreshment area, and at the main and secondary pedestrian entrances. Locating the rain gardens on these active pedestrian paths means visitors experience the ABC Waters features directly rather than encountering them as an isolated, screened-off drainage element.

Secondary entrances were raised so that visitors walking over the flowing water, accentuated by rush planting, can observe the bioretention basins in operation at every entry point into the centre.

Stormwater Catchment and Treatment

The eight rain gardens treat a combined catchment of approximately 1,630 m², equivalent to about 11.4% of the total 14,358.50 m² site area, through a total treatment area of 108 m². An underground detention tank with a capacity of 362 m³ provides additional attenuation, working alongside the bioretention basins to manage peak stormwater flows from the 13,591 m² of paved area before discharge.

Native Planting and Biodiversity

More than 50% of the plant species used across the whole development are native species. Dense, colourful perimeter planting surrounds the commercial site, with additional indoor planting at the events plaza and second-floor play area, adding to the overall greenery and providing a varied landscape experience alongside the rain gardens. A smart auto-irrigation system, combining drip irrigation with a rain sensor, waters the greenery efficiently and reduces overall water consumption.

Public Education and Community Experience

Five educational signs are provided across the development to explain rainfall, how the rain gardens cleanse runoff, the native plants used, and the wildlife and biodiversity the features support. The ABC Waters design features are woven into the everyday commercial environment: they sit alongside pedestrian entrances, the outdoor dining area, the indoor events plaza, the shaded commercial promenade and public walking routes, so that shoppers and residents encounter and can learn from them as part of normal use of the centre rather than as a separate attraction.

Accessibility, Safety and Maintenance

The rain gardens are integrated with pedestrian ramps and controlled gradients so that access to and around the commercial frontage remains safe and comfortable for all visitors. Dense edge planting and lighting were used along the bioretention basins to support both safety and legibility of the pedestrian route after dark, while keeping the features accessible for ongoing inspection and maintenance by the owner's maintenance agent.

Project Outcomes

Limbang Shopping Centre reached Phase 3 TOP on 10 January 2023 and was subsequently endorsed by PUB as an ABC Waters Certified project on 6 March 2024. The development now operates with eight functioning bioretention rain gardens, an underground detention tank, smart irrigation and five educational signs in daily use by shoppers and residents in the surrounding Choa Chu Kang neighbourhood. No pollutant-removal percentages, cost figures or third-party awards are published here beyond what has been independently verified from the project's PUB and certification records.
